If a seller provides a tracking # does that mean they had to pay for the postage do get that tracking number. ?.. The tracking # is uploaded to My ebay page but it stills says "not in the possesion of the USPS " or "awaiting possesiom" something like that

Yes. The tracking number is issued, and entered into the transaction, when the seller purchases the postage label through eBay (or another online postage provider).
Then the package has to get to the post office to get scanned into the system, so there is a delay depending on how long it takes the seller to ship the item. Almost all Post Offices are closed on Sundays, so don't expect a scan before some time tomorrow at the earliest.

They may have already mailed it - many times the Post Office doesn't always scan the tracking, especially when they are super busy during the holidays. It is possible the package may show up at your address without ever being scanned.

It may even show up at some other address.
Misdelivery sometimes happens.

A tracking number can be purchased for less than $3.
