The tacking number for an item which I have ordered, shows it having been delivered to the wrong address—which mistake I was able to detect even before the package went “Out for Delivery”, but the USPS costumer care representative said it could not be rerouted. She also suggested another possibility: that the seller could have supplies me with the wrong tracking number.
Now I was wondering, which of these two scenarios is more likely?

Does eBay show "Delivered" despite it wasn't delivered to the correct zip code or city?

Most likely? The seller gave you the wrong tracking number.
Contact the seller and see if they can supply you with the correct tracking number and/or wait a couple of days and see if your package arrives.
If it doesn't arrive by the expected date that eBay has promised, then you can file an Item Not Received claim.

Since eBay case resolution is automated, what would the seller need to automatically win that Item Not Received claim?

Case resolution is not automated, but it has rules. The seller would need to upload the correct tracking that shows as delivered to the buyer.

Not exactly. eBay checks 2 things with an Item Not Received Case.
So, assuming the zips do not match, the seller would need to upload the correct tracking number in order to win the case .... otherwise they will lose.

It does.
We see numerous reports that eBay does not check the zip code in tracking to decide that a package was delivered to a buyer, or returned to a seller.

Reda is correct. The case will automatically close in the seller’s favor if the tracking number is already in the transaction. The buyer can then appeal the case.

Were those Item Not Received disputes in which eBay resolved in favor of the seller even though the Delivered scan did not show a delivery in the buyer's City and Zip? There have been numerous examples of packages turning up in wrong places, sure, but if the OP files an INR dispute and tracking shows the package turning up in a different City and ZIP than what was in the Ship To: address, the buyer should prevail and get a refund.

If you can't get a straight answer from your seller, and today is past the latest Estimated Date of Delivery, then file an Item Not Received claim. If the seller cannot prove delivery to the City and ZIP Code of your Ship To: address, you should receive a full refund.
The most common reason for this situation, I would say, is a seller who bought multiple shipping labels at the same time and uploaded the wrong tracking number to your sale. Somewhere out there may be another puzzled buyer who is watching the tracking of your shipment by mistake.
How late is the package that you are expecting to receive?

Sounds good. I forgot to mention in my previous reply that if you get a free account on usps.com, you can choose to get tracking updates for inbound packages to your address, even if you don't know the tracking number or were not even expecting a package (such as one ordered by someone else in your household). It's enormously useful for knowing what to expect, and when.
