I have bought from a seller with 98.7% grade. We made a deal and i paid straight through paypal. I have paid over 2000$ and he told that he has shipped but is not sending me Tracking number. I saw his reviews after paying and most of them say the same thing. I have purchased from him before and the service was excellent and very fast shipping. This is my 3rd time purchasing and i feel kind of suspicious after not sending me the tracking number. Fortunately i have all the messages and payment on paypal screenshotted. I don't know what should i do. Any suggestions? Thank you.

If you don't receive the item, you can file a "not received" claim with PayPal. That would seem to be obvious, since you say that you have PayPal buyer protection.

first of all you have done a wrong thing to ebay policies .payment directly from paypal .now all you can do is ask the seller for tracking number otherwise tell him i will cancel the order. and take the refund from paypal .I think 21 days hold is the maximum days .so do that within 21 days if not there is a chance to loose your money

What do you mean by " i paid straight through paypal." Did you go through eBay's checkout system? If you went through eBay's checkout system, you are covered by eBay's money back guarantee.
If you did NOT go through eBay's checkout system, you might be in a jam. I hope that you did not just "send money" to him...

Unfortunately i did do that as i did the same thing last time with him and he did send me a tracking number.
Where i can find the ebay checkout system and how it might help me?

eBay Checkout is what you used when you made all of your legitimate purchases on eBay. You select a payment source and then confirm your purchase. It's the ONLY way to purchase here and still have eBay buyer protection. eBay will not help you with this situation, because you didn't make the purchase on eBay.
When you sent the Paypal payment, did you select "sending to a friend" or "paying for an item or purchase"? If you sent to a friend, you need to hope your seller is honest, because you have no way to get that money back.

As @releasethekraken_1 said, when you see an item on eBay and you click the buy it now button, it will send you directly to the eBay checkout system where you can pay for your order with PayPal. When you go through this checkout system, the purchase is made through eBay and the seller has to follow eBay's rules to ship out your order correctly and in a timely manner. If the seller does not follow the rules, the buyer has purchase protection from eBay.
In your future purchases on eBay, do not EVER purchase anything without going through the checkout system, it is your only protection against the unexpected.
Again, as @releasethekraken_1 said, you will have to hope that this seller is honest, especially if you just "sent the money" without an invoice. I can only hope that you did a PayPal purchase and it was with a credit card.

The paypal purchase was through a credit card, but how will this help me? Can you please elaborate more. Thank you!

See the above post by @releasethekraken_1 . We need to know how you sent the money...through a payment for a purchase or did you send the money like you would send money to a friend?

It was a payment for a purchase and there is paypal buyer protection. But how can it help me here? Thank you
