Why can't I buy a product from the USA, although sellers ship worldwide. And also, in private messages, the sellers confirmed that they ship to Belarus.

Because of current aggressive actions against Ukraine shipping to Russia has ceased.  Probably Belarus by association.  There is a war in the region making mail delivery iffy.

Hi. There are many reasons that can effect why you can't place your order. As the other poster said, it might be diplomatic.

Other reasons could be that the garment was manufactured using a material that is prohibited in your country.

Also, there are quotas in place that restrict a certain amount of imports or exports by countries, that have nothing to do with you as a buyer.

Sometimes a seller or buyer may have restrictions on their account, they are not aware of.

EBAY functions superbly. It has a tried and true business model,that follows International and domestics requirements, rules, restrictions and policies.

You may be able to buy the item in the upcoming months, but not at the moment.

If the error message is correct, the problem is connected to your location.

If the error message is incorrect, the problem could be anything at all.

How to check it?

Perhaps have the item shipped somewhere else. Or try to buy something else.

You might want to ask the seller to check his buyer requirements, but I do not believe that is the problem.

No, the message the OP is getting is completely different.

When you are blocked the message is that "the seller is not accepting offers or bids from you."

But if that is the problem and eBay is aware of it, Belarus should be in all blocked lists, which it isn’t.  Also, those listings and others I have seen do have a shipping cost to Belarus.    In the case of Russia, buyers do not see a shipping cost there because eBay has blocked it.
