The item is not received. Snooping does not work. Cannot contact customer service. How to create a request?

If it is within 30 days after the estimated delivery date for the item, file an "Item Not Received" claim in eBay's resolution center. There's a link at the bottom of every eBay page.

If it's after 30 days but within 180 days, file the claim through your PayPal account.
