Steam deck still hasn't came.

So let me start off by saying this is my first time buying on eBay and should have done research. Unfortunately I was to excited to get a steam deck so I bought  from this seller in the U.K to be exact I live in the states if that helps. Anyways I bought it on March 22nd it shipped March 25th  The seller is using FedEx Smartpost. I have tried contacting the seller multiple times to find out the tracking for the package if there is any tracking for it at all then I find out that the seller is no longer a registered user. The delivery dates are April8th-May2nd.  Even more unfortunate is in my hurry to find a steam deck not to high over actual retail price the item is NOT covered by the eBay moneyback guarantee. But I did pay through PayPal. So now my question is did I get scammed and can I get my money back if so?

Paypal covers digital items, usually you would have to wait until just past the last estimated delivery date. But because your seller has been suspended, you should get a quick refund. File an item not received case there, and let them know this.
