Ok as i'm not from english language country i will try explain problem i have
1. i buy item and pay 398$ item is came to me i live outside USA with global shipping program
2. item came damaged
3. i read board here and see what people do in same case before
4. seller contact ebay and explain them
5. i open case on ebay ask for refund and write in my case that item is damaged in global shipping program
6. i as buyer call ebay one 2.2.2019 and told them that i open case and that is damaged in GSP ebay agent told me to call them again on 6.2.2019 because they looking on my case right now
7. 6.2.2019 i call ebay they told me call tomorrow
8. 7.2.2019 i call again and tell them that i call like they told me and they told me that i will get full refund
9. i check my ebay and i see that when i pay ONE TIME payment of 398$ i pay 228$ ONE TRANSACTION and second 170$ for insurance , shipping and customs taxes, payment was automatically splited on 2 payments on my paypal
10. refund is came and i get only 228$ refund from first part of paypal payment
11. on 8.2.2019 i call ebay again and ask where is my 170$ from second part of payment they told me that they need to do that manualy as not refunded automatically in first place
12. on 10.2.2019 i get email that 170$ is refunded to me but when i check ebay refund that money on my ebay registrated email and it is not paypal email it is just regular email and i cant claim money from him
13. on 12.2019 i call them and try to explain that this is not my paypal email adress and i cant claim money, agent take my phone number and email and told me that in 48hours ebay will contact me with solution
14. 4 days pass twice then 48hours and i call again today 16.2.2019 now ebay agent told me that i need to call paypal because of this i told here why then i wait 48hours in first place , she explain me that only paypal can help me and connect my line with paypal
15, i stay on line 1 hour and 30 minutes and no one answer from paypal on that call she connect me
16. i'm still no where dont know what to do i'm **bleep** after all, i have damaged item, do not speak english well and calling from outside of USA and i dont know what to do
