An item I sold has been returned to me and marked "Unclaimed" by the post office.
I have messaged the buyer and they are still interested in the item.
Is there a way they can send me the shipping costs to justify sending the item again?
I am hesitant to disclose my email in an eBay message because of the big brother system that screens them. I do not want to get pegged as someone trying to circumvent the system.
Does Ebay have a formal policy for this type of matter?

No formal policy.
Send them a paypal money request, let them know you are because it will come through email and not ebay messages.
Do not print your label through ebay. Get tracking but do not upload it.
Since you aren't getting the ebay discount anymore double check those prices before you invoice them at:

If you have a Canada Post small business number it would be best to use Canada Post's SnapShip to reship the item if you will be printing a label (versus using stamps). If you use Paypal or Shippo and they are both linked to your ebay account, it will overwrite the original shipping date and show that you sent the item late.
The Paypal.com/shipnow suggestion from others would have been possible a few years ago but that particular Paypal page no longer supports anyone with a Paypal Canada account.
