Simple question.

I am a person who resides in Chile, If I buy something from Hong Kong / China / Russia and says it is free shiping, then I will be charged a tax for the object.

I sincerely feel that this is not well explained and I need help on the subject, thank you.

Simple question.

I would gues that the tax is an import or customs tax charged by your government in Chile. There is nothing that any seller can do about that.

It depends on the object and your countrys customs rules.

Simple question.

Chile bases their import fees on CIF (Cost, Insurance, Freight) which means that you owe the tax on the whole amount paid to the seller, including shipping.

They charge a Standard Duty plus they Charge GST (Sales Tax)

The standard Duty is 6% of CIF, plus GST at 19% Of CIF+Duty

This is your government charging taxes. It has nothing to do with paying for shipping. And the seller can't do anything about it.
