You probably selected "Advantage Ground" shipping which that would be the cost for that shipping method.

If the listing had large envelope for shipping, you can offer it but you can't buy a shipping label for it.

If you offered First Class Large envelopes for shipping. That shipping service is for using postage stamps which is not tracked eBay doesn't supply a label for  that service. You purchased Ground Advantage which has tracking and costs a bit more to ship.
