Does that include Puerto Rico???

Not on ebay.
PR is part of the Caribbean according to ebay.
If you block the Caribbean, You are blocking PR unless you uncheck it.

Shipping to PR is the same as shipping to any other ZIP Code. If you want to block it, you have to exclude territories. There is some confusion in the eBay listing forms regarding entering PR as the country code rather than as a state abbreviation.
