Why is Ebay not offering Cube pricing from USPS?
It is cheaper than regular Priority Mail.

It is available, when you go to purchase ebay shipping you can change to cubic, it is just not available when you set up a listing.
Regional rate was like that at first, then ebay made it available on listings after a very long time, the work around was you would put 2 lb in for reg a and 4 I think for reg b.
What I do with cubic is set it up for regional then change it when I ship, if it is cheaper.

The cube price is based on the cubic inches of the package.
We have saved an average of $1.00 per shipping unit on packages over the Priority cost.
Contact the USPS main office for a rep. to contact you for all the information.

If I offer regional USPS, will ebay offer it to the buyer even if they aren't eligible?
This is, of course, if I understand regional rates apply to lesser distances.

That's not what "regional rate" means.
There are specific USPS Priority Mail boxes called "Regional A" and "Regional B" boxes which can be shipped to any ZIP Code regardless of distance. The confusing name is meant to convey the idea that the prices are based on distance but not on weight.
There are two shapes of "Regional A" boxes and two Regional "B" boxes, which you can order online at usps.com. There is a weight limit of 15 pounds for the A boxes and 20 pounds for B. The zoned price for the "A" boxes is more than the cost of shipping 2 pounds but less than 3 pounds so considerable savings is possible.
