Can you tell me why Ebay is charging almost 4 times what I was quoted to get an item shipped to me?

More information is required.
eBay doesn’t charge buyers for shipping, the seller does.
Are you saying the seller is asking for more shipping $$ or they won’t ship the item?
From the time you viewed the listing to the time you decided to buy/bid, did you change the shipping location?

I can tell you that eBay doesn't charge shipping at all. What is your situation? Maybe we can advise with more info...

Ebay doesn't charge shipping. If you are being charged more, one of these may be true.
1. Seller is pricing the item low, and raising the shipping cost to cover what they actually want for the item.
- This use to be popular to reduce selling fees before Ebay added fees on top of the shipping.
2. The seller actually doesn't know how to reduce shipping costs further especially if it is a large heavy item.
- They may not use Fed Ex or UPS as alternatives to USPS
- They may not know Pirate Ship may reduce costs further for smaller heavy items
This is only for one item. As everyone pointed out, more information is needed. Otherwise, you will need to contact the seller about the shipping cost.

Since you have been on eBay since 2014 you know they do not and never have sold anything. You need to contact the seller. When the item doesn't arrive 24 hours after the last estimated date you file for INR. eBay has your back!

It seems like the OP's complaint was about shipping costs, not about an item that's not yet been received.
