Shipping won't combine

My items are set up to combine shipping.  Base cost, plus additional charge per item. The combine feature has not been working and eBay support has only told me they are looking into it. eBay support confirmed I have my settings correct. I have attempted many times to reenter the combine shipping info, but it still won't combine shipping on multiple listings. Anybody have any idea what is going here?

Need details of exactly the settings you have set up to help you.

Also are you just combining items from the same listing or across different listings?

Yes, all items get set up to combine shipping with the same shipping rules.  I use mass edit to so. My settings are to allow combined shipping. This problem began on it's own after everything had been working correctly for decades.

Are you having trouble with Fixed Priced or Auction type listings?

Assuming you have Combined Payments enabled are you using Flat Rate combined settings or Calculated combined settings or both?  What are each set to?

Do you have your Buyer Requirements for auto payment turned off?
