Shipping to German

Can someone please explain this 2019 Packaging Act when it comes to sending packages to Germany.  DOes this pertain to anything that is shipped to Germany or just products you make?   I honestly do not understand what this is all about.  Can someone please explain???????????

German Packaging Act affects on all international retailers and manufacturers that ship goods to end-users in Germany (whatever if you made the shipped goods or not) if you shipped the sold item to Germany, this new act will take effect on you.

I thought another thread concluded that it only applied to eBay sellers who had registered with eBay as a business, and not personal? Did I misread that?

I don't think so.

I contacted (Lizenzero), they said you don't need to be registered as a business at ebay.
