Shipping to Estonia

I have a package going to Estonia. The seller purchased a barbie doll and I am trying to ship it first class international. I keep getting an error that reads: we had a problem retrieving the label error 64541-content type documents is only supported for first class mail international. What am I doing wrong? I've never encountered this before.

Sellers are having trouble with international postage purchases here on eBay since the rate changes went into effect on Sunday.  You can (a) wait until eBay fixes the problem, (b) see if you can successfully print a label over at PayPal, (c) use another on-line service, or (d) buy the postage at the USPS retail counter.
