A first...I sold an item for nearly $2000 and the buyer requested I use a pre-paid UPS shipping label he sent me, but it goes to a different address than what shows on his account. His name is on the label, "C/O" someone else. Don't know why he would pick-up shipping cost himself, but more importantly, could he claim he never received the item since it wasn't his address? It smells fishy to me. Anyone else have this happen?

Yes he can, I would cancel with problem with buyers address and block.

I sometimes change the address on small $ orders after checking out the buyer.
Never allow a buyer to provide their own shipping label.
Never allow a change of address on an expensive order.
As @bonjourami states, cancel with Problem With Address. Might also block if a vetting of the account does not look good.

They are picking up the shipping cost because they want you to send it somewhere different. Be careful.

I would say there is a problem with their address and cancel.....fast.

I messaged him that I will only ship to the address on his account. I guess we'll see if he tries to cancel and what eBay will do about it.

Buyer changed the address not you. If you think it is a scam and you want out of the sale you are within policy to cancel due to problem with address. Buyer can not cancel the sale, only you can. You can cancel now at this moment because they want you to change the address or if they do not pay within 4 days you can cancel because of nonpayment.
You are basically offering to complete the sale as long as they use their eBay address. If this is what you want to do then ok. eBay is not going to do anything if they complete the purchase or not.
Have you been paid yet? If you are not certain what to do I would call eBay.

I had an offer to ship using a buyer label recently, they can redirect the package as the shipper. Technically, yes the buyer changed the address but a seller is responsible to ship to the address listed on the eBay account so you'd lose all seller protection. I'd wage you loose them when letting a buyer provide a label as well but it's kind of a gray area.
Granted the item I was offered on was heavy, why would a buyer want to cover an inexpensive item to ship ? I also bet the buyer didn't add signature required which is required on a purchase that high and seller loses all protection.

The buyer will not be able to cancel. You, the SELLER, are the one who should cancel and you need to do it quickly, using "problem with buyer's address" as the reason.

Are you sure this message from the "buyer" is the actual buyer? There is another scam where different accounts try to get the seller to send an item without checking who is making the address change request.
whether it is the actual winning bidder account or another account sending the message, it's still a big NOPE.
