The buyer pays YOU for shipping and you pay the carrier for the shipping label. As already advised, you can pay for a label through PayPal or from your pending funds.

PayPal is one of your options. You can always select to take the shipping cost from your Pending funds. Your call.

If buyer pays for shipping then the shipping money is collected for you so you can purchase the label. It's included in the pending funds. If you offer free shipping you just buy the label out of your pocket. Paypal is not the only option, you can elect to have the cost come from the pending funds, look for a blue link at the bottom of the shipping label to change the source.

The buyer pays YOU for shipping, then you, in turn, pay for the shipping with those funds.

That setting of PayPal as a payment source for the Shipping label is just a holdover from before you were in Managed Payments and PayPal was the source for, well, everything.
Just set your Shipping form to draw the postage from the buyer's pending funds. You will find the setting for that at the lower left corner of the Shipping form. You don't have to front the money from your own PayPal account or wait for the buyer's payment to reach your bank before shipping.
The funds themselves are not "pending;" it's the transfer to your bank that's pending. eBay already has the buyer's payment, which is why you can use a portion of it to purchase the shipping on-line.
