Shipping problems

Hi. Can someone please help. Problem is when I try list any item and try to choose a delivery service, Ebay not allowing set service witch I want to use. When I press on service Ebay change it back on recommended service and charge. And I can't choose a free delivery and international delivery as well. Please help.

In the pop-up window where you choose the service, you have to scroll down to the bottom of the window to save your change. After you choose a service and go back to the main window, the box that shows the service should have a button where you can choose free shipping. Or if you have set up flat rate shipping (rather than calculated), just enter zero as the shipping cost.

Problem is that when I press save It jump back to Ebay recommended service. The same when I try set international service. I press to activate international service and it jump back and switch off this service. And it doesn't matter I do by phone or pc. All time the same. And it happening last 3 weeks. Before everything was fine.
