Just an FYI - I have been noticing as a SELLER that when I choose offer FREE SHIPPING & pick the STANDARD shipping category. After the sale of item it will allow BUYER to choose with method they want it shipped..
Example: If i sell a Music CD for $10 shipping included I use 1st class to ship. But now I have to make sure I drill down & choose it.... If you go with STANDARD SHIPPING it will place all the shipping methods for the buyer to choose.. ----- TODAY I had an old relisting that I forgot to change the shipping from standard to 1st class and the lady bought a $10 cd and chose $ US PRIORITY at $8 to ship YEAH RIGHT So far we can still select the 1st class but I am seeing where EBAY is going with this.. Not sure why they are letting buyers choose methods on SHIPPING INCLUDED.. It should be my choice only.

It looks like you may have to just select the type of shipping available to buyers in each listing. If you select First Class USPS, you can then decide to use a flat rate (for example, ship all DVDs or CDs via Media Mail, which is the cheapest, but you cannot have anything else in the mailer envelope or box besides the DVD or CD, not even a business card), OR
you can select First Class USPS and enter the weight and size of the package for each item, OR
you can also add multiple shipping options with a flat rate to each listing, so the buyer can select and pay for the one they want, correctly.
You could also select Calculated shipping, in which case the Flat rate shipping is not an option, obviously. For this, use the Add Shipping Option button.
Good luck

The buyer can only select from the options you list.
If the only shipping option is standard, they can't select priority.

as kensgifts said.... buyer can not select some service not offered.
eBay is just popping that in there for some unknown reason.
scroll down, and and click on "compare all services" to make your selection.
