I am selling seeds about one oz.
I pd. 3.90 TO SHIP A 3.00 PKG OF SEEDS??
I KNOW I need to provide tracking info. Or it will be a defect on my account any ideas?

No tracking needed for stuff that is inexpensive. If something is around $30. or more maybe tracking might be needed. Not a defect but a seller does get added benefits on seller fees. But since you listed "no returns" it's not going to affect you much as a seller.
Be careful with seeds...as far as I know there might be an expiration on some of them in certain packages.

Tracking is not required. Many sellers are successful selling stickers, stamps, etc. with no tracking, mailed as letters. You would have no protection against a fake "Item not received" claim, but apparently that's a low risk in many categories.

eBay looks at your transactions over the past 3 months. To be a Top Rated Seller, 95.00% of your transactions must have tracking uploaded within your stated handling time, in addition to receiving a carrier scan.
If you sell enough long enough, not providing tracking reduces potential. As a future-oriented person, I just had to point out what the longer term benefits could be.
Stick seeds in lots/variety packs. I don't even garden and I still buy seeds in packs of more than one because EVERYTHING I touch dies.
