Translation for that message:

You cannot purchase your first eBay Shipping label while using the mobile app.

You have to use a pc browser.

When purchasing the label, yiou will be required to log in to your Paypal account to complete payment.  There will also be a box to check off, authorizing this & future label payments.  After completing this payment, you should be able to use the app for future labels.

Nothing nefarious. Add PayPal, then select the method of your choice from your wallet. Some sellers debit a bank account, some sellers choose a credit card. Good luck.

You have to use a PC to sign the billing agreement.

Once it's signed, you can use the app.

You don't necessarily have to find a computer, you just need to access the website. If you're on a phone or tablet pull up the web browser. You can do an internet search to find out how to force the web browser to visit a site instead of redirecting you to the app for whichever OS you're using (iOS or Android).
