I purchased an item that was listed as a buy it now with free shipping. I was not originally charged for the shipping, however once the mail man came to deliver the item he said that the seller didn't pay for enough postage and that I had to pay for it. The shipping charge that I had to pay was $38.00. I have tried contacting the seller twice in the last week and have not had any response. The item is what I wanted, just not the shipping charge. What should I do?

File a dispute with paypal, a signifigantly not as described dispute, and check the box for "shipping cost issues" and request a $38 refund.
In the future, you can refuse the package and file am INR with ebay & get a full refund as long as you submit proof of the postage due. If you choose to pay the postage due and the seller won't reimburse, you have to file a dispute with paypal. I don't know if paypal will force the seller to refund the $38.

You should have not paid the postage due shipping and it would have been returned to the seller. Once you paid it, you're kind of stuck. I doubt the seller is going to contact you about it. The only thing you can do which MAY get your money back for the shipping you paid is to do as Ms Jen suggests and open a SNAD (shipping) in PayPal and hope the seller responds positively to it. I have never done that, but I have heard it exists. Any other option and you're faced with the loss of the item AND the shipping you paid. You can leave feedback with the type of experience you had with that seller though. Good Luck
