Is this even an option? I have looked and it just seems that either I offer all listings with eBay international shipping or none.

You can go manually exclude locations even if you use the EIS, so you could set up Shipping Policies (that'd be the simplest way) that exclude everything but the US. Then, even though EIS will technically be enabled on those items, buyers won't be able to buy them from anywhere but the US.
Is there a particular reason you want to, though? Since eBay takes care of defects, returns, etc, as long as you get it to their hub, we haven't had anything be a problem so far. If items are too small or too large, and you enter your shipping settings correctly when you list, they'll be automatically excluded.

There is no on/off setting at the listing level. The way around it is to apply shipping exclusions to listings where you want eIS turned off. You also need to check your shipping preferences -> exclusions page because there's a new setting that can override your manual exclusions (setting was added for those who ship both direct and with eIS but applies to all sellers opted in to eIS).
