Why is it that through managed payment me as the seller and my buyer gets charged the shipping fee

You don't.

You pay for the shipping and that is (should be) added into the price or as a separate charge that the buyer pays when they pay you.

Item $25.00  Ship  $10.00  You charge buyer  $35.00 (your cost to send is paid back to you)

The buyer pays you, the seller, the shipping fee stated on the listing.   You, the seller, pay for the shipping out of the money the buyer paid you.  There is only one shipping fee paid to the carrier and that fee is paid by the seller out of money the buyer paid the seller.

The buyer pays the seller (you) the shipping fee as shown in the listing.

You (the seller) then use the money the buyer paid to pay for shipping.

This has ALWAYS been the way it works here.
