I'm buying the postage from Ebay. I'm not charging handling. Ebay knows I'm not getting one over on them or the seller (the seller pays exactly what I pay Ebay). Ebay still charges me a fee on shipping. Nothing new here, just want to reiterate what garbage move Ebay is pulling.

You are the seller. You are giving the "buyer" the same pricing, as you state. I don't remember exactly when they started charging the final value fee on the total transaction but it has probably been at least 15 years. There are good reasons for why they do this.

Charging a fee on the total amount (item cost plus shipping) creates the right incentives.
eBay could change the way the fee is calculated by raising the rate and applying it only to the item cost, but then sellers that offered free shipping would wind up paying higher fees. And sellers that sold a $100 item for $1 plus $99 shipping would only wind up paying the fee on the $1 amount. Sellers that charged actual shipping costs would wind up paying about the same as they do now, except they would lose business to the sellers charging just under $99 for shipping, since those sellers could lower their prices (by avoiding fees) and still make the same amount of profit.

The Final Value Fee on a separate Shipping & Handling charge has been going on since 2011. AND way before that where the seller embeds the shipping & handling charges into the selling price of the item in the case of "free shipping" listings.
No where is it written the a seller is required to sell shipping labels at purchase cost. Plus to charge or not a handling fee is the sellers option - IMO a seller needs to recover all selling costs unless they operate as an ONFPO (Obviously Not For Profit Organization.)

It has been this way for years.
My buyers pay the fees on the shipping as it is understood by me before listing that the fee will be there, so it is worked into the cost of the item that has shipping included, and also where buyer pays by location.
A "business model" must be developed to cover all the bases. If not covered it is an operator error, and falls in the "cost of doing business" with the other losses.
