I went to list an item yesterday after a week of not listing and no longer have the ability to list "Flat Rate To All Buyers" as I have done a few thousand times. Now it appears eBay has decided that I want to use shipping rate tables and created some for me. I do not have any such thing selected in my profile and never used that before. How do I get back the "old" shipping calculator to see USPS, FedEx and UPS estimated charges? Has eBay "fixed" something that wasn't broken AGAIN?

I doubt you're using rate tables because a seller has to actually set them up and it's a kind of a labor-intensive process.
More likely situation @cyranojones is your account was opted into biz policies. You can either run with them or opt out.
Business policies help me keep my sanity. Manage and edit them (or disable them to go back to how you used to set up your listings) on this page.
Once you set up your shipping policies and name them so you can easily identify them, you can go to your active listings and bulk edit to assign your new policies.
After the initial mess of policies that are created when you first sign up are no longer tied to active listings, you can delete them.
It takes a little time and work to set it up, but in my opinion it's well worth it.

eBay opted me into business policies without my knowledge but fortunately "only" screwed up 7 past listings, random selections with no apparent connection, all different start dates. I finally found the tiny little "opt out" spot on the policies page so I now appear to be out. With one that got the shipping set back to a default number (not what was in the listing originally) a sale would have cost me $15 per item if I had not checked. Going now to fix the rest. Thank you eBay for wasting a couple of hours of my life.
BTW, my 3776 listings vary all over the map and would likely take hundreds of policies to cover all of the conditions, and I don't think would help my sanity. Thanks for your help, you got me to where I needed to be!
