Shipping USPS First Class Letters - International ? How to?

I use to print USPS First Class letters Internationally through paypal as the postage was $1.30 for the first ounce.  As Paypal shipping is now using Shipstation,  the option is no longer available at this time.  Shipstation says eventually it will but who knows how long that will be.   I'm looking for a site to print labels for USPS first class "LETTERs"  (not packages) to International Countries... Any recommend any sites to use?

According to someone in a similar thread, you can print them at stamps.com.  They used to have a 'free' account for ebay sellers, I'm not sure if that is still available.
