I know it's been asked a million times before, but some answers are old.
Is there no time frame at all when an item that is paid for needs to be shipped?

When a seller sets up a listing, they must specify a handling time. The options range from "Same day" to 30 days. The handling time usually isn't displayed in the listing, so buyers have to go by the estimated delivery date which is shown.

What if it is past the delivery date?
I have not tried to contact him. But I don't want to be that guy. You know. "Yo, where's my stuff?"

Is there a tracking number, if there is, what does it show?
You might try contacting the seller and see if he will reply.
If it's past the last estimated delivery date, go to the Resolution Center (bottom of page) and select, you didn't get your item and follow the directions given.

I agree: Try to contact the seller and if you don't hear from him in a day or two, file a claim in the Resolution Center.

What is the last estimated delivery date for the item?
Unless it's coming from China, it should have been shipped now, but it all depends on the sellers handling time. If it's coming from China, sometimes tracking doesn't show anything until the package hit's the US.
A seller can have a handling time of a day or up to 30 days (I think).
Your order page should give you an estimated date for delivery of the package.
If it's past the estimated delivery date, go to the Resolution Center and open an INR case.
