I used PayPal to pay for eBay seller for 296.45 USD ( including shipping fee) under transaction id# 05F05905KG3418641
and at the same time, there is another transaction made together via PayPal which is out of the deal for $ 78.93 for the international shipping charge by
pitneybowes.com Which is a shipping company.
! also this amount not mentioned in the payment description of the deal. Which is am not agreed for this amount, moreover the goods shipped to a domestic address not internationally!
I have contacted the seller and he said that "I didn't charge you $ 78.93 only 296.45 USD "
I have contacted the PayPal and they said that " we cannot make a refund, you have to contact the shipping company"
I have contacted Pitney Bowes Global Shipping Support and they said " we cannot make a refund, you have contact to seller'
Now I am in a loop.
how can I refund my money?

You have purchased from a seller using Global Shipping which is based in Kentucky which is correct so the initial label would be a domestic one, from there Pitney Bowes takes over and your package is forwarded to you with appropriate charges and import fees ( if Applicable ) all of which are in the listing under the price, you need to properly read the agreement you are entering into. You did agree to the terms by making the purchase. This has nothing to do with the seller, he did not receive the payment for these shipping or Import fees. I very much doubt you would have any chance of a refund, Shipping is the cost and Import fees are the law.

Pitney bowes are not involved in Domestic shipping, it's an international shipment.

Yes I realize that PB is not involved in domestic transactions but the op did state that it was sent domestically so I wanted to confirm if they were just referring to the first part of the journey.

All PB Global International shipments are sent via Kentucky so obviously a domestic address, The purchase is obviously an international one which they did not read the details about, ( right under the price of item ) hence the assumption they are entitled to a shipping refund, as already mentioned, the seller was not paid for the additional international shipment and import costs, who do they think will refund them ? They simply did not read the details concerning Global Shipping. Their mistake unfortunately.
