If I have a package that delivered (buyer sent a photo), but FedEx never scanned it in to begin with (due to an error in their scanner or whatever it may be), will eBay penalize me if they see it hasn't delivered yet? Or does that not matter? 

I assume it's only an issue if the buyer makes an official case

I is always a good thing to have the delivered scan in case the buyer files a Item Not Received case.

Does the item show as Delivered in your Orders tab in seller hub? 

Are you saying there are no carrier scans whatsoever?
