If these lighters are filled, then they will have to go GROUND only - USPS Parcel Ground, Fedex Ground or UPS Ground. NO INTERNATIONAL as they cannot fly. I''m pretty sure you will also need an ORM-D sticker.
If they are new lighters that have never been filled, then they can go however you choose.
