You would need to sell something in order to generate a shipping label.

I don't believe eBay offers shipping labels from SL. You will need to go
Sri Lanka Post and purchase the label.

As@fab_finds4u mentioned, you can only buy an ebay label on ebay.com if you are shipping from the US. You will have to purchase your labels locally.
