Ok so, the official Australian Post Office company has a site where an item is sent to a US address and it will ship it to any address in Australia. Its called ShopMate. The person who sold me an item hasn't given a tracking number but has 'sent the item to the address'. You're supposed to get a notification from ShopMate who I've already contacted, if you get your parcel at your address given. The seller isn't responding and I can't contact ebay for help because the seller isn't responding whatsoever. So what do I do? ow do i contact ebay for a refund??

I have to confess I don't understand part of your message.
However, I do know this: Every eBay listing includes an estimated delivery date.
eBay's Money Back Guarantee for buyers states that, if a buyer has not received his package by a day or two past that date, no matter where the item is coming from, or what shipping company is used, the buyer can open an item not received case at that point. He has no need to contact the shipper, just open the case.

I'm confused about the address the seller sent it to. Do you have an account with Shop Mate? The seller sends it to the address YOU provided. If Shop Mate is a reshipper the seller's job is done when it's received at that address.
The delivery date given should be the length of time it takes to deliver it to the US address. What's the item number? What is Shop Mate's zip code? I can tell you when you can open a not received case if you supply that info.
All the seller has to do is prove it was delivered there. If Shop Mate doesn't reship it to you that's between you and Shop Mate.

Hi, I'm in Australia but haven't used ShopMate, however I've looked it up on the Aust Post site and it looks to me like AP will give you a tracking number when the item has arrived at ShopMate. and presumably all the paperwork (customs etc) has been completed It says:
With a ShopMate delivery address, you can shop at online stores that only ship to USA addresses. We’ll notify you once your shopping arrives at your US address and then deliver it to you in Australia.
So contacting the seller isn't the answer. You need to speak to Aust Post. Have you logged on to AP's My Shopping or My Tracking to check if there is a notification? If nothing is happening, you might consider phoning AP customer service on 13 76 78.
