I offered Parcel Select Ground. It says so in the details of my sale. The price is quoted and yet, the buyer 'selected' and paid for a flat rate envelope. Even though the dimensions of the item were far too large to fit in an FRE or even a Small Flat Rate box. And a few ounces too heavy for First Class. I am supposed to purchase a shipping label now for 7.40, for a Flat Rate Envelope. Can someone please explain this, and how I can fix it?

As I quote from a shipping thread:
You print a shipping label for the actual correct package size and weight, and you pay for it.
The buyer can only choose what you have offered in the listing. It is your responsibility to set up the listing. If you choose to let eBay estimate the shipping cost for you, they base that on category averages (or so they clam) so it's often wrong. If you want to charge the buyer an accurate postage cost, you must set up the listing using the weight and dimensions of your actual package.

I assume the FRE is what the shipping label says? Sometimes the label is incorrect. Check the invoice or payment details and see what they actually paid for shipping.

eBay has decided to phase out access to Parcel Select Ground labels, even though USPS has made no changes in their services or policies, and it's offered by all other online postage sellers including PayPal, endicia, stamps.com, etc. When it's not offered, the shipping label page usually defaults to the first option on the list which is flat rate envelope. You can purchase Parcel Select Ground postage through PayPal at

But do compare prices before you do that. The USPS online price for Priority Mail is usually less than a dollar more than Parcel Select Ground. If you're a TRS you get a 3% discount when purchasing Priority labels through eBay, which often makes it cheaper than Parcel Select. Your package that would cost $10.26 via Parcel Select will cost $11.01 if you purchase a regular Priority Mail label for that package; for that extra 75 cents you get faster delivery, insurance, and maybe a free box.
IMHO Parcel Select ground should only be offered when necessary such as for hazmat or Oversize packages (i.e., length-plus-girth above the Priority limit of 108 inches).

I am having a similar issue as a potential buyer of an item. The items shipping price seems to be default to Priority Mail USPS @ $38 and I want to select the UPS Ground for $29 but it has no way to make the selection that I see.

The shipping selection is made during the payment process when you become an actual buyer.
