Shipping 'IN TRANSIT' mode for almost a month. How many days I have before asking for a refund?

JAPAN to UKRAINE

Item EN061727168JP shipped Mar 13, 2020 (Standard International Shipping). Been 'In transit' mode since then. Estimated delivery Mar 19, 2020 - Apr 02, 2020. Today is Apr 9.

The question is: I'd gladly wait for item because I need it. But I'm affraid to miss the date of 'not received' request. Should I open 'not received' request now? Or wait? How long? How many days I have till opening the request and not to miss money or item?

Mar 13, 2020 - Dispatch from outward office of exchange. Mar 13, 2020 - Arrival at outward office of exchange. Mar 12, 2020 - Posting/Collection.

One day past the expected arrival date is when you can file an item not received case. Do that in the resolution center. Link at bottom of page.

okay so I've sent a request of 'not received an item' and I have this message:

Hang tight, you should hear back from the seller soon

If you don't hear back or can't work something out with the seller, you can ask us to step in beginning Apr. 15.

Is that it as supposed to be? So I wait till Apr 15 and if I have no reply from Seller I will ask ebay to step in Apr 15?

Yes, that is how it is supposed to be. The seller should have time to research and get back to you. 

Yes, if the seller doesn't respond then you can escalate to ebay on 4/15.

Yep. Once you do, ebay will refund in a few hours in most cases.  Could be longer with the staffing cuts over the viral thing.

So today is 4/15 but there is no "Ask eBay to step in" LINK. And BTW my Item is still in Japan post.

How to ask us to step in

1. Find the item in your Purchase History - opens in new window or tab.
2. Select See request details (if your item didn’t arrive) or See return details (if you’re trying to return an item).
3. Select Ask eBay to step in.

All I see is this text:

Your item is on its way

If you can't work something out with the seller, you can ask us to step in beginning Apr. 15.

How can I contact EBAY directly?

Your post was 04-14-2020 11:46:34 PM ... you still have 14 minutes until 4/15.

eBay's calendar is based on Pacific Coast Time, where their headquarters is located.
