Hi there, This is a pretty generic question. I just started selling again and wasnt full aware of the UPS discount. I thought for sure it would be passed onto the buyer but it wasn't. The buyer paid double the price I was charged for the label. Now I want to refund. Question is how do I refund a partial shipping charge and how can I get the discounts to apply to the listing in the first place. I feel horrible they paid that much. Advice

The setting to offer buyers discounted rates can be found on your shipping preferences page under the carrier specific discounts setting: https://www.ebay.com/ship/prf
When you offer buyers carrier specific discounts it will apply to all services from that carrier.
Since eBay charges a fee on total cost buyer pays (item + ship + tax), by charging commercial rates you are losing money on every single package. If you want to make up for that you can add a handling fee or increase your item costs - or simply charge retail rates for a built in cushion instead of passing on the discounts.
For this transaction, just go to the actions menu next to the order and select "send refund" and on the next page select the shipping discount option and enter the amount you want to refund @5280dee

Awesome! Guess I didn’t have UPS checked. Thank you. It was a hefty charge so I’ll give a partial minus fees. In the future, re-evaluate for sure. Guess a few things have changed in this area—FVF on shipping😳

FVF has been charged on shipping since 2011. What you may find new is that FVF is also charged on sales tax, but even that has been in place for a few years.
If you don't stay on top of Seller Updates when they're released a few times a year, I strongly suggest reviewing them to stay up to date on changes. eBay always emails sellers when they're released, but if you need to catch up, you can access the last couple years of updates here:

2011? Really. Guess I briefly remember the controversy. I started selling in 2002 and was PS Top Seller for 6-7 years. Had good profit margins and offered 90% free ship-probably because of that, I can’t remember. Now it seems extreme when I’m not selling at that volume any longer.
