Today I was forced by eBay to print 2 shipping labels at a total of $2.76 more than they should've been. The shipping calculator showed the costs as $1.45 & $1.15 for each when I setup the listings which is what the Buyers paid. I was charged $2.68 for each. I tried to get customer service to solve this problem but they have no idea what they're doing. One actually told me that it was a fee & I said it can't possibly be that much.

The labels you printed are for First Class Parcels.
It looks like your shipping calculator is set up to display postage for First Class Flats (or Large Envelopes).
First Class Mail is divided into 3 categories based on physical size and characteristics. First Class Letters, First Class Flats (or Large Envelopes) and First Class Parcels.
eBay shipping will only print labels for First Class Parcels so your option of Large Envelopes was not available when you bought the label.
In the shipping section of your sell your item form you need to go to the Package Type section and be sure it is set to Parcel, if that's what you intend to send.

You selected the wrong packaging when setting up the listing.
You need to use "package" rather than envelope.
The lower prices shown are for items shipped without tracking. Can not be purchased/printed online.

You made the mistake. You listed with large envelope (no tracking and no available way to print a label via eBay), instead of listing with First Class Package.

Actually, letters and flats can be printed online, just not on eBay. There is even a discount for online printing for these classes too.

I see ebay customer service is here too. I tried changing a listing to a different package type & all it did was increase the cost.

Well, of course the cost increased. Postage for a package is higher than postage for a flat of the same weight.
The underlying issue here is that eBay only sells labels for packages. You can't print a label for a letter or flat through eBay. If you set up your listing with "Large envelope" in the menu for 'Package type' then that's what the buyer will be charged for even though you can't purchase the label for it through eBay..

You need to use the correct shipping category before selling the item to have the correct amount displayed. If correct is used the cost will display properly, and will not change.
If you see less than $2.66 displayed you have chosen the wrong packaging when listing unless you want to go to the PO to ship, and the price will also increase there if you are mailing a "package".

... and yes, that's the way it works. Change the shipping, price will increase since all packaging on ebay is tracked parcels and not for letters like you originally had your items listed. Min for a tracked 1st class package is about $2.80 and goes up each 4 oz. until you reach 15.99 oz (anything over 16oz goes Priority).

If you want to, you can ship your wheat pennies in a plain white envelope without tracking for 55-70 cents. If you want tracking you must use packaging that qualifies as a "package", and will be charged accordingly no matter where you purchase your label/postage.

I have in the recent past paid the actual shipping cost of $1.15 for eBay shipping labels for the exact same envelope. Explain That.

For the past year, the minimum cost for an eBay postage label has been $2.66. It simply is not possible that you purchased a label for $1.15. To double-check your memory of that event, you could try to find that purchase in your PayPal records.

Of course a package is going to cost more than a letter or flat.
