Shipping Charges for multiple items

So, I have a listing with the quantity of 5 available. Buyer pays flat rate shipping. The buyer purchased 3 items and recieved a 20% discount for buying that many, AND he is only charged for the shipping rate, based on 1 item. So I am going to eat the extra postage on this order. But, how can i avoid this in the future?

In the shipping section for flat rate, there is a field to input the shipping cost for the first item and then to right another field to input the cost for each additional item.  You must fill in both.
