Shipping Calculator Costs are not actual when item is sold and shipping is purchased

When I use the Shipping Calculator and select Envelope instead of Package (I use a lot of small padded envelopes) the item cost drops substantially. I can build the listing and select large envelope and USPS first Class shipping, however when sold and I print the shipping label it pushes back to the Package rate. It makes no sense to pay $3 to ship a 1 oz padded envelope.

 

Am I doing something wrong or does anybody have suggestions for padded envelopes that are less than a pound in weight?

USPS has 3 categories for First Class: letters, flats (AKA Large envelopes), and packages. eBay only sells postage for packages, probably because they want sellers to always use tracking (USPS does not provide tracking for letters or flats).  If you want to mail your item as a letter or flat, you can just put stamps on, or mail it at the PO .

 

In order to be mailed as a flat, the piece must be literally flat (which the USPS defines as variation in thickness not more then 1/4 inch); it must also be flexible and not more than 3/4 inch thick.
