I posted this elsewhere in the system, but in a nutshell; a seller was able to convince eBay's internal shipping system he sent a package to me and it was delivered. I have been in this business location for ~40yrs on a rural delivery route. I know the carriers, etc... On said delivery day I got notice the carton was delivered to me ..but, it was not. I put the purchase 'in dispute'. (*important...)
The seller was sorry and said he would have another out the very next day. I got notice of the start of delivery of item 2. It came quite quickly as I watched the tracking. My mail comes between 3-4 pm at the end of the route. I look out the window as the mail lady put mail in the box and drove on. I checked the tracking: item 2 was delivered (on this rural route) about 2 hrs prior.
Checking with our Postmaster - both items (for these tracking #s) were correctly address/delivered. ...and were considerably smaller than I 'expected'. (When the carrier scans the label - it also takes a picture that shows the general size.) My carton would have been ~20lbs or more ...both of these were small, ~1lb.
*Important part/s... 1) 'Never end a dispute until you have the object in hand.' Once he convinced me a second was en route, I ended the dispute - which released the funds. eBay says - he keeps the $$. Once released, the payment was not retrievable. (I used a credit card.)
2)... This was a low numbers seller. I figured the price might have been naive or it was reclaimed freight ...the price was very good! ...It was a honey trap.
BUT ...bogus USPS tracking is a whole ' nother kettle of fish! That is scary.

With the sentiments shown above @wiscon simply get the size and weight printouts from your Postmaster and file a chargeback with your card issuer, to get your refund. Unlike eBay, your card issuer is more than ready to call your Postmaster to confirm the details, to pursue the chargeback.

Thanks, folks... Ya, that's pretty much what eBay said; The $ is not our responsibility. I guess as a minority shareholder in the sale, they do not feel the burden is in any way theirs.
It will be interesting to see what Chase says - even tho' they were the most minority party. If I were King, I would hold eBay responsible for not screening scammers. Maybe your first few sales buy an internal insurance policy - or post a bond?
Let 'bogus tracking numbers' loose in their system—they may begin to pay closer attention to who gets to sell here. Cheers.
