Shipped with UPS via Paypal but no entry in my Paypal summary about it.

Created a label on Jan. 5 that cost $17.33 but Paypal took out the retail shipping cost of around $21, as a hold I guess. Item delivered on the 8th. Why is there no entry in my Paypal summary about the UPS transaction. And how long before I see that $4 difference posted back into my Paypal?

The on-hold amount is simply a placeholder telling you that you will be billed by UPS for the shipping ... the amount indicated is not the amount you will pay.  After you delivered your package,  at some point your package will be weighed and the dimensions checked by UPS - these are the measurements that will be used to determine the shipping rate (UPS does not charge you based on the weight/dimensions that you provided to PayPal).

Usually within a week, you will then be billed for the shipment according to the discount rates one gets through UPS.

So, as long as you were correct with the weight and dimensions you gave to PayPal, the price you will pay was the price quoted to you during checkout.
