My client is reaching out to me about this, and I don't have any idea what to do about it. As I understand it, once it leaves the states, it is the international carrier that is responsible. I've dealt with lost items before with domestic shipping and don't have a huge issue in most cases making it right, but I have no idea what happened to it once it left the states and certainly don't want to eat the shipping cost to send another. Anyone else had an issue like this or know what I or my client need to do?

1st please track your item on your domestic carriers site to make sure that your item reached GSP hub.
If your item never made it to GSP hub then you have to deal with your domestic carrier and if able to file a claim for lost item.
Ask your buyer to open an INR case and when this case is opened, issue a refund and recall your item from your postal service provider and also ask eBay CS to message GSP not to ship the item on and to return the package to you.
If item has been delivered to GSP hub then contact eBay customer services and ask them to send a message to GSP for information regarding your package. I would expect to get a response in 3 to 5 days.
Advise your buyer that you have reported the matter to GSP and you will keep him updated. Please assure your buyer that your are committed to protect his interest and you will make sure that either he gets his item or he will be refunded .
After a few days of you raising the enquiry GSP will tell you what you and your buyer are required to do and I would expect them to advise you that your buyer needs to open an INR case and once this is done you will receive a notification, your funds will be put on hold and few days later case will close with a full refund to your buyer and funds that were put on hold will be released to you.( This is a technicality that eBay can do anything about and is nothing to worry about).

Ask your buyer to open an item not received case with a note that the item was sent through the gsp. As long as you have tracking showing that the item was received at the gsp center, you aren't responsible for refunding...the gsp is.

is any of what you said true? i have been caught in too many situations where i cannot even get beya to do the obvioulsy right thing, let alone telling them to tell gsp not to send it out and to send it back to you if it arrives and all of that
there are answers made to be wishful and then there are real answers, i believe your answer is solely on the wishful thinking side and not reality
