The notification bell was fixed a few hours after you posted your message. If you're still having problems with it you may want to clear your browser cache/cookies.
As for purchase history and tracking, I checked multiple accounts on multiple browsers and there's a blue "track package" button on all of my in-transit purchases. If you don't see that option can you post a screenshot of your purchase history page? Block out any personal info.
