Shipment was returned "Unable to Deliver - No Mail Receptacle". USPS tracking shows that it made it to the destination. Should I issue a refund minus the postage spent? I see no reason to pay for shipping twice or give a full refund. I didn't type the address in, I just hit print. It went to their ebay registered address. What should happen?

...do not submit refund without eBay or PayPal authorizations...
...just hold on your returned package and...BE QUIET...to wait for whatever will come up and from there you can figure out what to do...BE PATIENCE...you are well-protective with your tracking history...might as well login to USPS.com to print out that tracking history before they will delete it after certain of time...

Have you tried to communicate with the buyer to understand what could be the problem? Perhaps it could be one of those Corona virus restrictions, lock down, etc.

Whenever this happens to me, I immediately contact the buyer. If they want it, I ask them to pay to re-ship it. If they refuse to do that, I refund them minus shipping and fees. You shouldn't keep their money and the item.
