Recently an outrageous seller demanded that I provide a residential address for shipment of an item I won rather than my PO box address. What Ebay policy permits sellers to demand a residential address as opposed to just any street address? What makes a PO box address ( even the IRS use my PO box address) unacceptable? UPS and Fed-Ex both have programs now in partnership with the USPS for delivery to PO boxes. They are legal US addresses. There was no mention of this in the listing for sale. Suppose I was buying the item for use in my business. Does this mean I can't ship to my business address? His position was amazingly supported by Ebay. It would seem to cancel all transactions with businesses using their business address.

Actually if a seller doesn't want to ship to a P.O. Box they can exclude them in their shipping locations. I do that for very heavy parcels where I might use Fedex or UPS. I've had angry buyers because I excluded shipping to P.O. Boxes. However, the shipping charge was based on Fedex, not USPS and of course they didn't want to pay more either.

If the buyer has a P.O. Box listed for their address you cannot print a Fedex or UPS shipping label.

Easy fix. Instead of using your P.O. Box address use the post office address with your box number on it. For instance P.O. Box 503 Anywhere,USA change it to 111 Main St #503 Anywhere USA. Thats what I do and that's what my post office told me to do.

Crazy many rural people only have PO boxes as there is NO mail delivery.

I've heard this before, but I thought the Postal Service's universal service obligation (USO) included a requirement to provide mail services to everyone, regardless of where they live?
I've lived in some crazy rural places, including a 600-acre farm in KY, but as long as you provide a mailbox located in a safe and accessible area, the post office will deliver mail to you.

a requirement to provide mail services to everyone,

The "provided service" in some areas is a PO box>

No, they don't have to deliver to every residence. Some small towns don't do delivery, they just give everybody a free "Group E" PO Box. BTW, those aren't eligible for the "Street addressing" service.

They don't ship it until it's paid for, at which time it becomes my item

This guy looked up the street address of the PO I gave him and then demanded a residential address. I filed a dispute and Ebay agreed with him despite their shipping policy.

He doesn't ship until after it's paid for, at which time it becomes my item.

No, that is incorrect. Ownership takes place upon delivery, as long as delivery is accepted and not rejected. That's when it's officially your item.

But he didn't.

That's what I tried to do also, but the seller looked up the address for my town PO, saw it as the same address I gave, and refused to send it there. At which time he demanded a residential address.

No you're incorrect. Follow the money.

But BEFORE they list, the seller can exclude shipping to a PO box.
