Ship to another address after package misdelivered twice?

I'm a seller & have a package that's been returned twice, undeliverable, to buyer's ebay/paypal address. 

 

He asked if I can send it to a friend's house nearby but I don't know how to safely do that with seller protection. 

 

Do I re-invoice him for shipping in Paypal and ask him to change the ship-to address?

If the house next door is in the same zip code, then yes, get paid for reshipping via a PayPal invoice.

 

Later, if you get a false claim for item not received

1. at eBay for the item, and/or additionally

2. at PayPal for just the invoiced payment,

upload the new tracking number that was delivered to the original, same zip code.

Personally, I've never had this happen (as a seller). I'm curious what the item is? Electronics by any chance? What price range?

 

I could almost believe reshipping once (though haven't done that either) but reshipping 2x?  It just sounds a little strange to me. Hard to know though without knowing more specifics.

I haven't had it happen either. It is odd.

Buyer says address is fine & mail is received there regularly.

Post office (my local) could not see a problem with the address either and reshipped at no charge. It got rejected again.

I'm not sure. I went to my local PO to ask why but they could not give a reason and reshipped at no cost. Bounced again. "undeliverable" is all tracking says, and the sticker on the box.

wow..they reshipped at no charge? I wonder if the P.O. was supposed to forward it to start with? But the P.O. isn't doing it for free this time, correct? Something just seems strange about this...

You can cancel an order for problem with address; I'm not sure if it is too late for that. Have you called CS about this?

Just wanted to add: CS sometimes is a little off on their info, so while I think it would be good to call, also come back here afterwards and let us know what they say.

UPDATE: at what point can a package be considered lost and never going to be delivered? The reship to the customer did not deliver on the second round. It was marked Return to Sender, again, 3 weeks ago and came back here to my local zip code. That was 13 days ago. Went back out to a regional Distribution center & Tracking has stopped updating. Haven't heard anything new in 6 days. Meanwhile the poor customer.... I don't know what to tell him besides I'm waiting on it to get here. He still wants it.

 

I did buy insurance originally, at extra cost.
