Setting indiviual shipping costs? (I’ll explain)

I’d like to set my shipping costs for $5 for each item (PSA graded cards).  For some reason, every time I try and set a fixed cost, it only gives me the option to set, and then I’m responsible for the rest of their shipping costs if they buy more than 1 item? 

I just want each item I list to have its own $5 shipping cost, and be able to combine shipping after the fact.

Do you multiple individual cards in a listing as variations?

I’m just asking how to charge a fixed shipping cost for an individual item each time no matter how many individual items of mine they purchase

Is it because you're using the eBay Standard Envelope method? Can you change to Ground Advantage at $5 each? 🤔
