I don't think I fully understand what is going on. What does it mean:
...has the address MADE for my place....? Which bill says otherwise? Ebay's invoice?
Do you have different addresses registered with Paypal and ebay?
Did you order from a US seller? What is your association with the address in US it was sent to? Do you know, who lives there (I am guessing you used to live there).
The best option you have is to communicate with the people who live at that US address and ask them to mail this to you. You would have to pay the postage and also hope they are willing to cooperate. You can ask the seller for an advice but if they mailed your order to the address registered with ebay, they will not be able to help you much.
You can also open an item not received case but if your address with ebay is incorrect (i.e the one in US where the seller mailed your order) the seller will be protected and you lose. If you open a case with Paypal where your registered address is correct, you may win a case but I am not sure how this conflict between ebay and Paypal would resolve. I think the seller would also win if they showed PP that your address with ebay is incorrect.
If the seller is enrolled in ebay's managed payment (MP) program you would probably also lose if you filed a case via paypal. When the seller is in MP the only shipment address he sees is the address registered with ebay, not the address associated with whatever payment source the buyer used to pay for the order. That would be a very valid argument and I think that PP would side with the seller.
