Send invoice to re-ship returned package?

Package was returned to me in the US from Norway for "insufficient address."

Buyer confirmed his correct address and agreed to pay to re-ship the item.

Problem: How do I invoice him for the shipping cost? I want to just send a PP invoice, but I can't find a way to see his email address on either eBay or PP even though we had a transaction.

Look at the original transaction in Paypal.   Toward the bottom of the page is a section labeled "Paid By"--you buyers email address is there.
